SB 1420 Approved by Legislature; Heads to Governor

After months of negotiation, SB 1420 (Caballero) was approved by both Houses of the California State Legislature and is now headed to the Governor’s Office for review.

Initially, the bill provided a broad framework to accelerate the development of clean hydrogen infrastructure and fuel production. However, after several amendments to narrow its scope, the bill now ensures that hydrogen production facilities receive the same streamlined permitting benefits as wind and solar projects. This aligns with the goals of the California Air Resources Board (CARB) and ARCHES, the state’s Hydrogen Hub, in promoting the development and deployment of renewable hydrogen from non-fossil sources.
