The California Office of Administrative Law (OAL) has approved updates to CARB’s Landfill Methane Regulation and filed them with the Secretary of State. According to the Form 400 accompanying the rulemaking package, the changes will become effective on January 1, 2027.  The amendments were adopted by CARB on November 20, 2025, as outlined in the accompanying press release.

The approval marks the completion of the formal rulemaking process and clears the way for implementation of the updated landfill methane requirements at the start of next year. We encourage regulated entities to review the final amendments and begin preparing for compliance ahead of the effective date.
