New Appointees to the Air Resources Board Announced

Governor Gavin Newsom has announced several new appointments to the California Air Resources Board (CARB) to replace those members whose terms have expired. Four new Board Members were selected while two of the termed out members – John Eisenhut and Diane Takvorian – were reappointed to another six year term. These changes come at a time when CARB is considering the approval of the Advanced Clean Fleets Regulation, a consequential rulemaking that will require specific fleets to purchase an increasing number of zero-emission trucks starting in 2024. 

Departing Board Members Phil Serna, Dan Sperling, Barbara Riordan, and Vice Chair Sandra Berg were replaced with the following individuals:

  • Former Assembly Member Bill Quirk, Ph.D. – Public Member
  • Susan Shaheen, Ph.D. – Automotive Member
  • Riverside County Supervisor V. Manual Perez – Mojave Desert Air Quality Management District Member
  • Sacramento City Vice Mayor Eric Guerra – Sacramento Region Air Districts Member

Governor Newsom also reappointed Gideon Kracov to the South Coast Air Quality Management District (SCAQMD), allowing him to remain on the CARB Board as the SCAQMD representative. Senator Henry Stern was also recently added to the Board by the Senate President pro Tempore Toni Atkins to replace Senator Connie Leyva, who departed from the State Senate last year.

The Air Resource Board consists of 16 members: 14 voting members and 2 ex officio non-voting members who are selected from each House of the State Legislature. Each member must meet a specific criteria for appointment to the position they serve. Of the 14 voting members, 12 are appointed by the Governor with Senate confirmation. The other 2 voting members are appointed one by the Senate Rules Committee and one the Assembly Speaker. The Chair serves as the only full-time member of the Board and is appointed by the Governor from among the voting members.
