AB 2836 (Assembly Member Eduardo Garcia; D-Coachella) to extend the sunset date for the Carl Moyer Memorial Air Quality Standards Attainment Program for an additional 10 years was overwhelmingly approved by the California State Legislature and is now awaiting action by Governor Newsom.

Currently, the authority to charge many of the fees that support the Carl Moyer Program, as well as the Waste Tire Management Program, expires at the end of 2023.  If signed by the Governor, AB 2836 will extend those provisions to January 1, 2034.  This will ensure the continuation of much needed investment in cleaner transportation alternatives and support local air districts’ efforts to meet ongoing federal mandates for air quality improvements.

CNGVC has supported this action, and thanks Assembly Member Garcia for championing the effort, because it continues the successful legacy of the Program – placing lower carbon heavy-duty trucks, like low NOx trucks powered by renewable natural gas (RNG), onto California roads and highways.  Since its inception 24 years ago, the Carl Moyer Program has awarded nearly $1.2 billion to projects that replace various types of engines. It is estimated that 198,417 tons of oxides of nitrogen (NOx) and reactive organic gases (ROGs) along with 7,343 tons of particulate matter (PM) have been reduced. 

An industry coalition of 25 organization led by CNGVC submitted a letter to Governor Newsom urging his signature on the legislation.  His support means increased near-term emission reductions that in turn will accelerate our progress towards a cleaner transportation future.

The Governor has until September 30, 2022 to act on this and other measures passed by the State Legislature on or before August 31, 2022.
