Deadline Extended on CARB’s Solicitation on Potential Regulation for Dairy and Livestock Sector

The California Air Resources Board (CARB) has opened a new public input process to evaluate potential methane regulations for the dairy and livestock sector. This action follows the Board’s November 2024 resolution approving amendments to the Low Carbon Fuel Standard (LCFS) and comes in response to ongoing requests from environmental advocates for CARB to regulate methane emissions in this sector. CARB’s solicitation outlines 30 detailed questions across three main areas:

Methane Emissions Data and Reporting. CARB is seeking feedback on:

  • The availability and quality of existing methane data
  • Current gaps in herd characteristics, manure management practices, and technology adoption
  • Possible new reporting methods or requirements to improve emissions estimates

Methane Mitigation Strategies. The agency is asking which mitigation approaches should be prioritized and is requesting input on:

  • Costs, feasibility, and expected emissions reductions
  • Status and readiness of emerging technologies
  • Opportunities to leverage existing incentive programs and interagency partnerships to achieve additional reductions

Regulatory Design Considerations. CARB is evaluating how a potential rule might be structured to meet SB 1383 requirements and has requested feedback on:

  • Feasibility and cost‑effectiveness
  • Applicability thresholds and leakage prevention
  • Performance metrics
  • Readiness and acceptance of enteric methane reduction strategies

CARB has stated that this feedback will help inform the development of a regulatory plan and any potential future rulemaking. The initial deadline for submissions was March 30, 2026 but that has been extended to May 29, 2026. More details are available here.
