The authors of two bills aimed at holding oil and gas companies legally and financially responsible for climate change impacts announced they will not advance the measures in the upcoming legislative session.

AB 1243 (Addis) and SB 684 (Menjivar) stalled last year amid strong opposition from labor, business, and oil and gas groups. To remain active in the 2026 session, the bills would have needed to clear their respective houses by the end of January 2026.

Instead, the authors told POLITICO they plan to “preempt further opposition ahead of the deadline for two-year bills by dropping the statehouse effort and focusing on local initiatives, such as passing resolutions of support in cities.”

So far, 17 cities—including Oakland and Berkeley—and more than 100 local elected officials have expressed support for the concept. Oakland recently joined other cities and counties in urging legislators to back the bills through local resolutions.
