Bill to Delay New Jersey ACT Implementation Advances

The New Jersey (NJ) Assembly Transportation Committee voted unanimously last week to delay implementation of the state’s Advanced Clean Trucks (ACT) regulation until 2027. The regulation is set to go into effect in January 2025. This vote aligns with similar actions taken by Massachusetts and Oregon as well as ongoing efforts occurring in New York.

Assembly Bill 4967 is sponsored by Assemblyman Clinton Calabrese (D-36) and supported by the New Jersey Business & Industry Association as well as the state’s trucking industry, who cite lack of public charging infrastructure and potential disruptions to supply chains as reasons for reconsidering the timeline. The bill is opposed by a coalition of over 50 environmental groups, who have expressed concerns that the delay threatens public health, environmental progress, and economic opportunity.

A-4967, and Senate companion bill S-3817 (Diegnan, D-18), were introduced in October 2024. The bill is currently moving through the NJ legislative process and has not yet been enacted into law.
