AB 914 (Garcia) is not moving forward this month. This means that the author will not be removing it from the Inactive File for a vote on the Assembly Floor before the end of January.
Instead, the author plans to introduce a “narrower” bill into the 2026 session to clarify the California Air Resources Board’s (CARB) authority to adopt a statewide indirect source rule (ISR) program. He will need to introduce that bill before the February 20th deadline. The ISR would target emission reductions from “indirect sources,” namely ports, warehouses and distribution sites that attract diesel trucks and equipment.
While many believe CARB already possess ISR authority, the Legislature could act to confirm that fact. We will continue to monitor this development.
