The California Air Resources Board (CARB) continues to release instructional information about the Advanced Clean Fleets (ACF) regulation. The ACF requires fleets to adopt an increasing percentage of zero-emissions vehicles (ZEV) into their fleets. It is CARB’s latest rulemaking designed to accelerate the large-scale transition to medium- and heavy-duty ZEVs in California.
New Fact Sheets and FAQs are regularly posted to help fleets subject to the regulation with compliance and adoption. CARB staff announced last week that additional video training modules will be released soon to provide further clarification on specified components of the rule.
Last week, CARB staff facilitated inaugural meetings of its four implementation work groups, referred to as the Truck Regulation Implementation Groups or TRIGs. These groups consist of invited stakeholders who were chosen through a public application process. TRIG panelists have been charged with identifying compliance roadblocks in four key areas – border communities, infrastructure, outreach strategies and rule implementation – to consider solutions that will ensure the seamless adoption of the regulation.
While discussions were collaborative and engaging, they also revealed that solutions may be elusive and challenging. The groups are currently scheduled to meet once a quarter but some groups are choosing to meet more regularly. Recordings of past meeting should be available on the website soon.
